
Who We Are
RPM Consulting Services Inc. is owned and operated by Mr. Colin Roggeveen, a Professional Engineer with a specialization in Construction Engineering Management. Colin started RPM Consulting in 2005 to provide professional project management services for organizations that required project expertise on a short-term basis. In 2012, RPM Consulting Services Inc. was refocused to provide full Project Management and project support services including asset management, capital planning & programming, facility & infrastructure condition assessments and independent project reviews to its growing client base.
As the Principal of RPM Consulting Services Inc., Colin is responsible for the co-ordination, management and supervision of all RPM projects. He coordinates with Owners, Consultants and Contractors on cost, schedule, quality and operational issues as well as performing field supervision and inspections as required. With over 20 years of industry experience, Colin has an in-depth understanding of the issues faced during construction that translates to the ability to recognise and develop hands-on solutions to problems.
RPM has experience working from the perspective of both an owner and as a consultant. This comprehensive understanding gives us a distinct advantage in many situations, specifically in the planning, design and construction of infrastructure and facilities projects.

We are committed to providing innovative solutions to our clients, whether that is through the application of new technologies such as customized software and apps and the use of Unmanned Aerial Vehicle (UAV) systems or the application of new business processes.
In 2015, RPM partnered with Arizona State University to utilize their Best Value Business Model for the selection and management of the contractor for Leduc County’s $16 million Nisku Spine Road Project. RPM Consulting was the proud to receive the 2016 Alberta Transportation Ministers Award of Excellence for Construction Innovation for this project.
Communication
Communication is integral to the success of a project. All RPM projects utilize a project communications plan to identify who needs what information, when they need it, the amount of detail and how the information will be provided. We provide communication solutions such as online file sharing to enable the entire team to have access to current project information. Our goal is to ensure the timely and appropriate collection, storage, and distribution of project information that is shared with the people who require it. At RPM, we believe that open lines of communications with our clients and stakeholders allow for essential feedback that enables us to enhance future project outcomes.
Sustainability
Sustainability initiatives should be viewed as a long term investment in facilities and infrastructure. Often, decisions are made based upon the initial capital costs and do not consider potential savings that can be realized over the life cycle of the facility or infrastructure component. We encourage clients to consider sustainability alternatives in projects, including opportunities to provide better working conditions and a healthier environment, opportunities for the conservation of energy, reductions in energy costs, minimizing impacts on the surrounding natural environment and discovering ways to improve the economics of their operations.
Safety
We are committed to providing a healthy and safe working environment. Each of us has the responsibility to make the safety of ourselves, our co-workers, our customers and members of the public a primary concern on every project. An injury and incident-free workplace is our goal. We maintain a Health and Safety Program that is utilized on all projects whether we are responsible for safety or fall under a Prime Contractors safety system.
